In 2003 the City of Asheville and the Downtown Commission convened a broad cross-section 50+ person Task Force (composed of business people, residents, social workers, artists, homeless advocates, homeless individuals, etc.) to study social issues and their impact on
downtown.

After several years and hundreds of volunteer hours of focused study and research, the Task Force has compiled reference material and recommendations to the City of Asheville.
